As a department under Dalian Municipal
Government, Dalian Judicial Bureau takes charge of the
judicial administrative work over the city. The bureau
organization has such internal sections as Administrative
Office, Prison Management Division (Labor Reeducation
Management Division), Lawyers' Notarial Management Division,
Rule of Law Education Division, Law Propaganda Division,
Grassroots Work Division, Expert Testimony Management
Division, Community Rectification Division, Planning,
Financial & Equipment Division, Political Department,
Organization Division (Propaganda Division), Cadre Management
Division, Disciplinary Commission (Supervision & Auditing
Division), Veteran Cadre Management Division, Party committee
in affiliated organs. It has also the Leading Group Office
of CCP Dalian Commission for City Governing by Law, Work
Coordinating Team Office for Replacing, Assisting and
Reeducating the People Released from Prison of Comprehensive
Management Committee, CPC Dalian Municipal Committee,
Mediation Work Direction Commission Office for the people
in Dalian and Dalian Expert Testimony Management Commission.
The city bureau has 6 units affiliated directly thereto
and 4 industrial associations: Dalian Prison, Dalian Labor
Reeducation Management Agency, Dalian Rehabilitation Reeducation-through-labor
Management Station, Dalian Notarial Office, Dalian Legal
Aid Center, Dalian Judicial Bureau Legal Service Command
Center and Dalian Association of Lawyers, Dalian Notarial
Association, Dalian Association for Grassroots Legal Service
Workers and Dalian Judicial Appraisal Committee.
Main duties:
(一) Implement national guidelines, policies and rule of
law on judicial administrative work, draw up rule of law
on judicial administration and work plan for the whole
city and supervise their implementation.
(二) Direct and supervise the work on execution of criminal
penalties, reform criminals and labor reeducation, manage
the work in the City Prison, City Labor Reeducation Agency
and City Labor Reeducation for Forced Drug Abstinence.
(三) Participate in formulation of the plan for propaganda
on laws and popularization of legal common knowledge and
organize its implementation; direct the work on governing
by law in districts, cities, counties and industries;
coordinate in the work on city governing by law under
authority of the municipal CCP commission.
(四) Direct and supervise the work of lawyers, legal advisors,
on legal aid and the notarial agencies and notarial activities,
manage comprehensively social legal service organizations.
(五) Direct the judicial administrative organizations in
districts, cities and counties to manage the work on mediation
for people and the service work of judicial assistants,
in grassroots judicial agencies and grassroots legal service
work; direct and manage the legal service work over the
city.
(六) Organize and direct the work on placing, helping and
educating those released after serving a sentence and
education through labor and correction in communities.
(七) Be responsible to coordinate, manage, supervise and
direct the work on expert testimony over the city.
(八) Manage the financial planning and goods and equipment
in the municipal judicial administrative system.
(九) Be responsible for the work on law education and training
to judicial administrative cadres; organize and manage
national judicial examination over the city.
(十) Be responsible to carry out foreign exchange and cooperation
in law, direct foreign-related work in units affiliated.
(十一) Direct team construction in the judicial administrative
system over the city and the work on ideology and politics,
manage the work on security affairs and police title appraisal
and granting in the judicial administrative system, and
assist the district, municipal and county CCP commissions
in managing cadres in judicial bureaus at different levels.
(十二) Undertake other work assigned by the municipal CCP
commission, municipal government.
